Modern US Trade Protectionism and the Prospects for the Functioning of the Integration Association of NAFTA (p. 6 - 12)
The aim of the article is to analyze the background and manifestations of modern US trade protectionism and, as a result, problems regarding the prospects for the functioning of the integration association of NAFTA. The article analyzes the background and manifestations of modern US trade protectionism. It is substantiated that it is not so much the issue of protectionism, which is put in the basis of the foreign economic policy of the current US administration, as the achievement of national interests at the expense of state regulation on a predominantly bilateral basis. At the same time, it is important for the US foreign economic policy to build vectors of economic interaction within the framework of North and South America as one of the most important priorities of the administration. The article concludes that the US in its foreign trade policy will reshape the system of relations on the American continent on the basis of interstate agreements, including in the form of free trade agreements (FTAs) or regional trade agreements (RTAs), actually implementing the transition to multipolarity in international economic relations. The prospects for further research on this problematics are a comprehensive analysis of modern US trade protectionism with consideration for other countries and integration associations of the world.

European Experience in Implementing the Concept of Learning Cities (p. 13 - 18)
The aim of the article is to consider the sequence of formation of the concept “learning cities” and practical steps for its implementation in the world, as well as to study the European experience in the construction of learning cities. An analysis of scientific works of leading European researchers in the field of regional policy-making and practice of introducing lifelong learning has made it possible to determine the role of the educational sphere, training, and human resources as the main sources for the development of learning cities. Based on studying the experience of developed European countries in the construction of learning cities, the author identified the main factors for the effective creation of learning cities and the sequence of their transformation into learning ones. The author’s definition of the concept “learning cities” is proposed. Prospects for further research are to study the impact of learning cities on the development of human capital and the formation of the creative sector of the economy in regions.

Attracting the Tourism Potential of Ukraine to the “Unloading” of the World Flows (p. 19 - 28)
The article highlights the study of ways and possibilities for attracting the domestic tourism potential in accepting part of the growing world tourist flow to solve the problem of the “overloading” of famous cultural monuments and wonders of the world. The progress of activities on developing the tourist brand, its relationship with the tourist image and the position of Ukraine in the Travel and Tourism Competitiveness Index are considered. The trends in structural changes in the tourist flow of the country for 2006–2017 and factors that influence them are investigated. There carried out an analysis of the performance of the tourism industry of Ukraine: in the context of subjects by the number of enterprises and full-time employees and income as well as the dynamics of direct and general contributions to GDP and the employment rate in the country. Statistical indicators of the volume of expenses of domestic tourists and foreign visitors as well as preferences of the tourist flow as to the purpose of traveling in the domestic and foreign markets are analyzed. Particular attention is paid to the structure of foreign trade in tourism services by the purpose of traveling and the geographic preferences of domestic tourists as well as the volume of sales of travel packages. As a result of the SWOT analysis, the strengths and weaknesses of the domestic tourism market are identified, and opportunities that can be turned into capacities under certain conditions are given; the PEST analysis revealed threats that can be turned into advantages. Improving the marketing capabilities of tourism enterprises is possible provided that they solve the problems of promoting and stimulating the tourism product, improving its quality and assortment; controlling, implementing the CSR principles and regular marketing research. The process of interaction with partners and the role of public-private partnership in the development of tourism are considered. Recommendations for achieving a positive result to attract foreign visitors to Ukraine are given.

The Principle of Inclusion in Modern Concepts of Economic Growth (p. 29 - 36)
In the scientific literature and in creating development policies, inclusive economic growth is considered the basis for sustainable social and economic development of a country, since in this concept of economic growth the attention is shifted from the GDP growth rate to the distribution of wealth among the people as well as their economic opportunities. Given the scientific relevance of the topic and the practical need for the transition of countries to sustainable social and economic development, the article considers the evolution of scientific thought in the interaction of such economic categories as growth, poverty, and inequality; systematizes and highlights the key aspects that form the essence of the concept of inclusive growth; identifies the features that differentiate it from other modern concepts of economic growth (in particular, sustainable growth and ending poverty); suggests the ways to promote inclusive economic growth. It is determined that economic growth is inclusive if it focuses on the widespread improvement in the welfare of the people and the expansion of their economic opportunities. With inclusive growth, an increase in the welfare of all segments of the population is achieved by stimulating full and productive employment, when each member of the society is involved both in the process of creating GDP (in accordance with the principle of equality of economic opportunities) and in fair distribution of economic results. In order to promote sustainable inclusive growth, government economic policies should be directed at reducing economic inequality, using the tools of social, fiscal, monetary, and labor market policies.

The Efficiency of International Technical Assistance in Ukraine: Structural and Econometric Analysis (p. 37 - 44)
The aim of the article is to analyze methods to assess the efficiency of international technical assistance (ITA) and determine its real impact on economic transformations in Ukraine and its regions. Having examined a significant array of statistical data, scientific papers, there revealed trends in changes in the volume of and priority sectors for financing projects and programs of the ITA, taking into account political and economic transformations in the life of the country. There proposed approach to evaluating the efficiency of ITA based on determining the coefficient of correlation among the volumes of ITA in a particular sector of the economy, its share in the country’s GDP and individual sectoral indicators. Its evaluation for industries that are currently under reform (transport and infrastructure, health care and medicine, energy, the sectors of agricultural and education) has once again confirmed the conclusions of many scientists on the lack of clear correlation among the variables studied, which indicates multicriteriality, ambiguity and complexity of the impact of the ITA on the economic development of the country. Prospects for further research in this direction, given the ambiguity of the impact of ITA programs and projects on the development of the country, are in improving the system for monitoring projects by the authorities and local governments as well as in using modern analytical methods, simulation, system dynamic simulation, etc.

Forecasting Changes in Intrabranch Ties in the Input-Output Model (p. 45 - 55)
The study examines the theoretical and methodological bases for forecasting intrabranch ties, which are used in modern economic practice and are based on the methodology of national accounting. There analyzed reproduction processes of the production system of a national economy using the production account, the economy being considered as a single-branch, three-branch one. A review of modern economic and statistical methods to forecast changes in intrabranch ties based on the input-output model is carried out. The forecast of changes in intrabranch ties is made using an aggregated three-branch input-output model of the German economy (2013–2014). The study made it possible to carry out a systems analysis of the country’s economy, determine the changes in intrabranch ties and GDP due to changes in the structure of final consumption.

The New economy of Ukraine in the Context of Integration into European Civilization (p. 56 - 62)
The aim of the article is to analyze the current stage of development of the world economic system, which is formed under the influence of interstate processes of regionalization, reflects the current stage of globalization, and changes the usual foundations of the world order. The quantitative and qualitative forms of development and complication of international economic relations in view of the phenomenon of the emergence of a “new economy”, modern modernization, and “information society” are considered. It is noted that they form a new paradigm of the world order, include two interrelated trends of globalization processes that influence the formation of a holistic world economy and deep interdependence of national economies as a result of the intensification of international division and cooperation of labor, the liberalization of the economy, its wide transnationalization, which arise at the regional level and reinforce the processes of economic integration of the states, consolidating their economies into a single regional economic complex that has the potential to develop a “new economy”. Prospects for further research in this direction are to deepen the theoretical bases of the development of world economic architecture, which in the era of globalization is becoming a more holistic and at the same time complex, multi-layered polysystem of countries and regions.

Approaches to the Formation of a Mechanism for Managing Innovation Processes in a Region (p. 63 - 68)
The article considers the development of the theoretical and methodological bases to form a mechanism for managing innovation processes in a region. It is indicated that the formation of this mechanism through crisis tendencies in the development of the economy of Ukraine, the disproportion in the state of regions and the complexity of the functioning of the market environment are acquiring special relevance today. A conceptual scheme of the mechanism for managing innovation processes in a region is developed and defined as a single system, an interconnected set of organizational, technical, financial, economic forms, methods, and means of influencing innovation processes that are used at different levels of government in order to achieve stabilization and increase the pace of development and competitiveness of regions. The possibility for applying various approaches to the formation of a mechanism for managing innovation processes, namely: system, differentiated, program- and goal-oriented, project, logistic, cluster, situational, and process one, is considered.

Economic Confidence as a Factor in Personnel Certification (p. 69 - 74)
In the article there developed a model of personnel certification of an enterprise, which takes into account two factors: loyalty of employees to the organization (based on other studies, the factors determining loyalty are used) and level of economic confidence of managers of the organization in its employees. The interpretation of the category “career growth rate of an employee” is proposed, and favorable and unfavorable conditions for career progression of an employee are substantiated. It is recommended that in the model of personnel certification of an enterprise, the threshold of economic trust be taken into account, i.e., the level of economic trust, which differentiates economic trust in an employee and economic distrust to him/her. There identified the ranges of economic trust, in which, in combination with clusters of employee loyalty to the organization, an accelerated, average, slowed career growth rate or lack thereof is possible when setting new important or complex tasks. The study substantiates the procedure for determining the belonging of an employee in the organization to a cluster of employee loyalty (an employee’s belonging to the core or periphery of the organization is additionally differentiated) and the level of economic trust of managers to an employee, as well as the number of clusters. The procedure for certifying employees depending on whether his/her belongs to a cluster and on talents to solve more complex or important tasks of the organization is argued. It is revealed that an employee’s belonging to a cluster is a time-varying value (through a time-varying personality structure, which changes priorities and motivation of the employee, or changes in the organization’s internal environment in a direction that does not coincide with the employee’s expectations), therefore employees should be checked with a certain frequency for their loyalty to the organization, and the level of economic trust should be recalculated based on the results of their work and achievements.

Ensuring the Quality of Management in an Enterprise (p. 75 - 81)
The aim of the article is to substantiate the conceptual provisions, theoretical bases, principles of ensuring management quality in an enterprise as well as approaches to it. There proposed conceptual provisions for the formation of a problem-oriented system for ensuring management quality, which solves an important scientific and practical problem of ensuring management quality in an enterprise; development of implementation stages of the system for ensuring management quality in an enterprise, namely, preparation for ensuring management quality in a machine-building enterprise, certification of the quality management system, carrying out of a comprehensive analysis of management quality and development of a system for ensuring management quality, development and coordination of documentation on ensuring management quality, implementation of the system for ensuring management quality in an enterprise, forecast of management quality in the enterprise, which will ensure the satisfaction of external and internal stakeholders. The need to form organizational support for ensuring management quality in an enterprise through the introduction of additional functions for management quality coordinators in an enterprise is determined. Furthermore, there proposed organizational support for ensuring management quality in an enterprise, the distinctive feature of which is the selection of the most competent employees to perform functions on ensuring management quality according to local and global priorities, which allows to effectively perform functional tasks and supports management decisions in any sphere of an enterprise’s activity.

Improving the Classification of Organizational Changes of an Enterprise (p. 82 - 88)
A generalization of existing approaches to the classification of organizational changes is performed. The identification of revolutionary and evolutionary changes is highlighted. The types of organizational changes are investigated depending on the level of organization where they occur. The essence of spontaneous and planned changes is considered. The classification of changes based on one criterion — single-criterion classification, on two criteria and a set of criteria — multi-criterion classification — is presented. There introduced the author’s classification of organizational changes comprising a single criteria classification, which includes three subgroups, and a multi-criteria classification. The first group, which is singled out based on a single-criterion classification in terms of the character of its implementation, is distributed with regard to the following criteria: object: in goods and services, strategy and structure, culture, technology, personnel, management, systems, performance, prestige, policy, and legal transactions, functions, forms; duration of changes: short-term, medium-term, long-term; systematicity: organic; systematic, episodic; nature of manifestation of processes: scaling down, scaling up; scale: general, local; management style: decision-making, participatory; levels: individual, group, subdivision, corporate; resources: extensive; intense. By the nature of occurrence, the changes are divided based on the following criteria: reaction to the environment: forced and provoked; interaction with the environment: reactive and proactive; goal setting: aimed at effective functioning, development, and anti-crisis. According to the results, the changes, based on the acquired state, are divided into transformational (divergent) and adaptive (convergent) and on the quality — into progressive and regressive. The multi-criteria classification comprises six groups of changes, including the author’s division into active and passive ones, where the latter involve changes in the state of an enterprise in the market under the influence of external factors in the event of a failure to decide on the implementation of active changes.

The Systems and Structural Approach to the Formation of Economic Resilience of an Enterprise (p. 89 - 96)
The aim of the article is to summarize the methodological foundations of the systems and structural approach to the formation of enterprise resilience. To achieve this goal, the following tasks are set and resolved: using the systems and structural approach, the elements of the economic system of an enterprise are standardized, the content of each structural element is disclosed, indicators of control for potential hazards and consequences in case of its occurrence are determined, criteria of resilience of functioning and development of the economic system are formed. There summarized key provisions of the methodology of the systems and structural approach in terms of identifying the basic structural components of the economic system of an enterprise (resources, processes, structure, environment) and studying the system of indicators of control over the state of their use in enterprise economic activity. The singled out indicators of control over resilience of elements constituting the proposed enterprise structure allow identifying resilience criteria for each type of enterprise processes for basic structural components that ensure its effective functioning. Hazards and their consequences for each structural component of an enterprise are generalized. The combination of the structure of an enterprise’s economic system and its main functional processes made it possible to generalize the criteria of resilience of its functioning and development. The presented systems and structural approach allow managing resilience of each subsystem of an enterprise by shaping the resilience of each structural component of the subsystem, and the proposed system of indicators for monitoring the state of resilience allows the formation of a concept of resilience management.

A Conceptual Model of Business Process Management in a Wholesale Enterprise (p. 97 - 103)
The aim of the article is to study the theoretical and methodological approaches to business process management in a wholesale enterprise and develop a conceptual approach to business process management in the system of management decision making. Based on the results of the research, the imperfection of the elaboration of the methodological and organizational bases for implementing the process approach in managing business processes in wholesale enterprises has been revealed. It is noted that the attention of scientists to the implementation of process-oriented approach is increasing, though in practice it has not found its application in domestic enterprises. However, in modern realities, the application of this approach is limited only to the development of documents that describe the order of performance of various works, and activities of enterprises are aimed at applying the process approach or the functional one. To make effective management decisions in the business process management system in a wholesale enterprise, there developed a conceptual model, which is an abstract one and includes a structure of relations between business processes. Prospects for further research in this direction are to determine the parameters of the assessment of “bottlenecks” in business processes of a wholesale enterprise that affect the results of its activities in the system of management decision making.

Problems in Assessing Competitiveness of Enterprises as an Indicator of Strategic Development (p. 104 - 112)
In the process of development of a market economy, scientists and researchers from around the world tried to systematize methods for assessing competitiveness and develop a universal classification of such approaches. In the course of the analysis of the scientific literature on the topic of the article and the results of previous studies, the authors summarized the approaches to assessing competitiveness and identified the main criteria for their further classification. A comparative analysis of competitiveness assessment models allows not only to identify and compare their strengths and weaknesses but also to build a combination of methods to enhance the existing advantages of the models and negate their shortcomings. This process makes it possible to improve the assessment methods and use the achievements of scientists in the field of economics, management, and related fields. The authors have analyzed the methods for assessing competitiveness, and suggested ways to address the shortcomings of the above-mentioned methods for assessing competitiveness. The paper presents an approach to the use of combined assessment methods and their formalization.

Theoretical Aspects of Creating the Image of a Higher Education Institution (p. 113 - 121)
The aim of the article is to study the essence, depth, and completeness of the image of a higher education institution, its components, as well as identify the priorities for creating a positive image of a particular educational institution in a competitive aggressive environment. The article examines the approaches to the creation of a positive image of an educational institution (EI) on the Ukrainian market for educational services in a competitive environment, which significantly affects the growth in the number of potential consumers and solvent applicants. It is a positive image that is an important incentive for schoolchildren when choosing an EI for learning. Studying the creation of the image of EI is considered as a permanent process in conformity with social needs and modern requirements. The main directions in the research of scientific community, specialists, and practitioners engaged in considering the problems associated with image of educational institutions in Ukraine are analyzed, and shortcomings, omissions and other factors that have negative impact on the attractiveness of higher education institutions are revealed. The identified shortcomings in the research results require a systematic and comprehensive approach to the process of creating — developing — enhancing a positive image of domestic educational institutions as a singular entity. Based on the results of studying the essence, depth, and completeness, the main elements of the image of EI as a means and a tool, object of control, which is focused on target groups and, above all, applicants, are identified.

Enterprise Development in the Context of Multi-Object Economic Resilience and a Ternary Approach (p. 122 - 131)
The aim of the article is to study the content of the concept “enterprise development” in the context of multi-object economic resilience, with regard to the ternary approach to its essence. As a result of the analysis of the economic literature, it is revealed that scientists propose to distinguish between such concepts as “development” and “growth”. However, attention is focused on the fact that in a specific time interval, development can be represented as growth, improvement, and other types of changes. It is shown that development and growth are interrelated concepts, thus they should not be opposed. By analyzing, systematizing and summarizing scientific works of a number of scientists, definitions of the term “development” based on imperative concepts “process” and “change” are considered. It is revealed that the objects of development are processes of growth of an enterprise’s size and its indicators; improvement of its system; transition to a new state; transformation of the enterprise; changes in the characteristics of the enterprise’s system, its activity, state, its movement trajectories, as well as changes of the enterprise itself. It is substantiated that, considering the changes, it is necessary to distinguish two dimensions: changes as a manifestation of changes in the internal environment and / or the external environment of an enterprise due to the influence of various factors and / or stakeholders; changes as the response of the enterprise to the above changes. However, such changes may be unplanned and / or represent the result of the action of specially developed events. The existing approaches to defining the essence of the concept “development” are complemented by the integral, structural, as well as structural and synergetic approach. It is noted that the typologization of approaches to the essence of the category “development” will depend, first of all, on the research goal. In studying the basic laws of development, attention is focused on its common features with the category of economic resilience. It is noted that development can be its object, and vice versa — economic resilience can become an object of enterprise development.

An Information-Logical Model for Determining Consumer Priorities in Electronic Commerce Based on Clustering and Classifying a Client’s Personal and Consumer Profile (p. 132 - 143)
An informational-logical model for the implementation of the process of determining consumer priorities in the framework of supplier and customer interaction is developed using the clustering and classification methods based on a client’s personal and consumer profile. The information-logical model for determining customer preferences allows improving the business process of choosing a rational set of goods and services depending on customer characteristics; form an actual system of market relations; ensure rationality and timeliness of the flow of goods and services to the e-commerce market, which will ensure their diversification and differentiation. A rational set of parameters of information about clients and their activity in the e-commerce market is proposed. The process of collecting, preparing and analyzing information about clients in the e-commerce market for its subsequent clustering and classification is characterized. The sources of information are identified, the relationship among the selected characteristics is illustrated, and a set of 22 characteristics of consumers in the e-commerce market is presented. There given a description of the concepts of consumer profile in the e-commerce market and personal profile of a client as a descriptive component of the element within the client cluster, which together represent a complete model of a typical e-commerce client and can be used to identify and analyze consumer priorities. To establish the relationship between the profiles and clusters, the support vector machine is applied.

Current Threats to Personnel Security of Modern Enterprises (p. 144 - 150)
The aim of the article is to study personnel security as a subsystem of economic security of enterprises, its role in ensuring organizational and management activities of an enterprise in view of the current situation, structural specifics, and personnel fraud, as its significant subjective threat. The article defines the dominance of the personnel security subsystem in relation to other subsystems of an enterprise’s economic security as a fundamental principle in any of its activities. The structural components of personnel security of an enterprise, which are the cause of the existence of a large number of threats, are identified. Objective and subjective threats to its provision are highlighted. The topicality of corporate fraud as a significant subjective global threat to personnel security of an enterprise is substantiated. Two main approaches to defining the concept of corporate fraud are highlighted: the legal (Ukrainian) approach and the broad (world) one. The main trends of the most common types of economic crimes and their impact on Ukrainian organizations are analyzed. The key factors and their influence on committing an economic crime and / or fraud by an employee (fraudster) in Ukraine in 2018 are identified. There proved the necessity of influencing each of the factors that cause economic crimes by encouraging a culture of openness at all levels of the organization, introducing effective control mechanisms and developing a positive corporate culture. According to the 2018 Report to the Nations “Global study on occupational fraud and abuse”, the types and number of cases of corporate fraud in the world are determined, and their structural analysis carried out.

The Concept of Assessing Enterprise Potential (p. 151 - 156)
The aim of this article is to develop scientific and methodological recommendations on the integral assessment of potential of an enterprise. The achievement of this goal requires solving the following tasks: analysis of the theoretical bases of enterprise potential; analysis of the components of enterprise potential; analysis of methods for assessment of enterprise potential; development of a multi-criteria model for an integral assessment of enterprise potential based on the program- and goal-oriented approach and the theory of utility. In the work the concept of Management by Objectives is used. Enterprise potential management is represented as a multi-level system consisting of several management objects. To study enterprise potential, the program- and goal- oriented approach is used. Based on graph theory, the “tree of goals” of enterprise potential is built. For the formulation and evaluation of goals, expert methods are used. As a criterion of optimality of achieving a goal, it is proposed to use a multi-criteria utility function. In this study, the system of goal-setting corresponds to the combination principle, i.e., it is advisable to use the additive utility function to assess potential of an enterprise. The proposed approach using the multi-criteria utility function makes it possible to calculate the integral indicator of enterprise potential. This allows a comparison of the potential of an enterprise for several years and a comparison of a number of enterprises, as well as identifying the ways for effective growth and use of the potential of an enterprise.

Ensuring Structural and Communication Stability of a Large-Scale Economic and Production System as a Prerequisite for Improving its Viability (p. 157 - 164)
Under modern conditions of turbulent external environment, one of the reserves for increasing the efficiency of an enterprise’s economic activity is its involvement in joint activities with other enterprises, which together form a large-scale economic and production system. The author’s hypothesis in this case is to consider efficiency as a function of the ability of participants in a large-scale system to establish appropriate communications. Accordingly, the shortcomings of communication of participants in a large-scale system are determined by the main factor of stability loss of the economic-production system. The aim of the article is to develop the theoretical and methodological bases for ensuring an increase in viability of large-scale economic-production systems through optimizing the links between its participants by the criterion of compliance with structural and communication stability. In the framework of achieving the aim of the article, the relevance of introducing the concept “structural and communication stability” of an enterprise is proved, and its essence is substantiated. To identify the factors of stability loss, there used recommendations from the body of knowledge on system engineering regarding the construction of a hierarchy (holarchy) of a complex system, for each level of which the factor of stability loss is determined. A reference model for establishing communication between participants of a large-scale system is developed, and the possibility of detailing such a model by means of multi-agent modeling is provided for detailing the parameters of interaction between participants of a large-scale economic production system. The application of this model is the basis for ensuring the stability of the economic system by forcing internal and external stakeholders to fulfill their functions.

Evolution of the Institution of Rating in the Mechanism of Economic Transformations (p. 165 - 170)
Under conditions of the development of the modern market economic system, which is characterized by the accumulation of large volumes of information, an increase in its asymmetry, complication of processing and generalization, rankings play an important role as an effective consolidating tool for decision-making. The development of the rating process is logical within the mechanism of modern economic transformations, and the increasing role of rating in the context of imperfect information is confirmed by the significant demand for its practical application and turns it into an important institution of the digital economy. The aim of the article is to study the evolution of the institution of rating, starting with the analysis of the historical prerequisites for the emergence of rankings and rating agencies, as well as to consider the descriptors of its institutionalization in the process of economic transformations. It is substantiated that the development of rating, change of its historical forms is due to the specificity of rating services, the demand for production of which depends on the amount of information available to business entities, its distribution between them and the performance by rankings of derived functions: reducing information asymmetry and transaction costs. On this basis, in the process of economic transformations, three stages of rating institutionalization are singled out: the emergence of communication and the beginning of the formation of demand for rating under conditions of absolute lack of information; an increase in the demand for rating services (mainly in the financial and credit sphere) and, as a result, an increase in the number of rating agencies and the formation of a market for rating services; globalization of the market of rating services and the acquisition by rating of a polysystemic character.

Formalization of a Model of Influence of Institutional Factors in the Development and Implementation of Investment Projects in Time (p. 171 - 177)
The article notes that insufficient attention has been paid to the issues of influence of institutional factors in the development and implementation of investment projects, and therefore, this area of scientific research is relevant. It is proved that the management of production structures should clearly define the managerial paradigm, according to which it will carry out its investment activities. There formulated the author’s definition of the concept “institutional factor”, which can be described as the cause determining the structure of incentives and the degree of restrictions imposed by formal and informal rules in the process of choosing an alternative solution when interacting with socio-economic actors (individuals and entities, organizations) and their groups. The conditions and options for choosing the management paradigm in developing investment projects are presented. It is proved that it is much more difficult to determine the influence of the informal component of institutional factors rather than that of the formal factors. It is established that time in the dynamics of investment processes should be considered as a resource that can be expressed not only in time constants (day, month, year), but also in other digital equivalents. The formalization of the model of the influence of institutional factors on the investment activity of an enterprise or group of enterprises is carried out.

The Role of the Deposit Guarantee System in Raising the Level of Public Confidence in Depository Institutions (p. 178 - 183)
The main aim of the article is to study the essence of the deposit guarantee system and determine its role in increasing the level of public confidence in depository institutions. The issues of development of the deposit insurance system in Ukraine are considered, its main elements are defined, in particular, the deposit guarantee system and the voluntary deposit insurance system. The features of their functioning are analyzed. Furthermore, it is found that in the domestic market of deposit services the leading role in ensuring the return of funds to citizens is played by the system of individual deposit guarantee. It is established that the main subject of the system is the Deposit Guarantee Fund for Individuals, which implements the government policy in this area. The article analyzes the current trends in the operation of the Fund and, in general, the entire system of deposit guarantee. This made it possible to determine the key problems in the work of the system and the direction for its further transformation.

Trends in Development of the Deposit Market in Ukraine (p. 184 - 190)
The aim of the article is to study the main trends in the development of the deposit market in Ukraine and define its development prospects. To achieve it, the current situation in the deposit market in Ukraine is analyzed, and the peculiarities of its functioning are determined. It is established that at the present stage an important role in ensuring the stable and effective functioning of banks in Ukraine is played by the formation of a scientifically based banking policy, the main component of which is the deposit policy. It is substantiated by the fact that one of the main tasks of banks is the creation of a resource base, which is formed by deposits of the population and ensures financial sustainability and stability of a banking institution. The current problems of development of domestic banking institutions are identified. Based on the analysis of the state of deposit resources of commercial banks, it is established that there is a positive trend towards an increase in the amount of attracted deposits from both individuals and legal entities. In 2016, the share of deposits of individuals amounted to 50.7 %, which demonstrates a tendency to increase in the share of deposits compared with 2014–2015. In 2016 the share of deposits placed by legal entities was 50.7 %, fixed deposits dominating by term of attraction. The deposits of legal entities were mainly placed in national currency, deposits of individuals — in foreign currency. The complex of measures aimed at supporting the steady state of domestic financial and credit institutions is considered.

Evaluation of Taxable Capacity of an Administrative-Territorial Unit (p. 191 - 200)
The aim of the article is the revealing of the essence of taxability capacity of an administrative-territorial unit, further development of the methodological basis for assessing taxable capacity of local budgets in the context of fiscal decentralization. The typical domestic and foreign methodological approaches to defining taxable capacity and indicators of taxability of a budget are analyzed. The role of tax instruments in the development of territories is characterized as a system of fiscal mechanisms for pumping up, stimulating and / or restricting the budget, which are implemented in order to provide financial support for the development of relevant entities and the overcoming of their undesirable economic divergence. There proposed provisions for assessing taxable capacity of territories on the basis of an additive model that combines the capacity of local taxes and fees. The potential growth of revenues from personal income tax, tax on real estate other than land plots, land tax, rent, single tax is investigated. The implicit rate of the personal income tax in Ukraine and Kiev is estimated, some features and reasons for the differentiation of these values are determined. The features of the impact of the personal income tax in terms of proportional distribution between the state and local budgets are identified. The limits of growth of tax revenues to local budgets and factors influencing them are determined. The observance of the principles of continuity, complex adaptability, stability, and logical consistency for the purpose of harmonizing redistributive processes at the level of local budgets is proposed. The priority directions for increasing the level of taxability of the budgets of administrative-territorial units in the context of further institutional transformations of the domestic budget system are substantiated.

Priorities for Improving the Efficiency of Budget Expenditures (p. 201 - 209)
The aim of the article is to determine the nature of and justify the priorities for improving the efficiency of budget expenditures in the context of institutional changes in the government finance system. It is proposed to consider the category of cost-effectiveness in the context of fulfilling the objectives of fiscal policy, in particular, those concerning ensuring macroeconomic stability and creating incentives for economic growth, and of results achieved in improving the welfare of the population. An analysis of the trends in changes of the share of expenditures of the consolidated budget of Ukraine as a percentage of GDP for the period from 1992 to 2017 is carried out. The average forecast of this indicator for 2017–2021 is presented. It is identified that in the period of economic growth, the domestic budget policy was pro-cyclical in nature. The increase in expenditure weights was carried out without systemic institutional changes in government finance, which affected the decrease in cost-effectiveness and unbalanced the budget system in the following budget periods. The importance of fiscal decentralization in ensuring the growth of the overall level of budgetary performance is substantiated. The directions for improving the efficiency of budget expenditures on education and science, health care, social protection, and social security are proposed. The necessary changes in the functioning of the higher education system are modernizing the financial basis to conduct scientific research and implement their results in the educational process; focusing on the applied aspects of studying a specialty; developing mechanisms to assess the quality of higher education; providing financial independence to educational institutions. Important aspects of the public policy are the further introduction of the insurance and fee-for-service medicine on the basis of co-financing; compiling of the basic list and standards of relevant medical services guaranteed by the state, financed by the budget. In the field of social protection, it is advisable to develop tools to ensure the targeting of the benefits provided and streamline the categories of recipients.

The Formation of a Problem-Oriented Human Resource Management System (p. 210 - 216)
The article deals with the issues of human resource management in Ukraine. The aim of the article is to develop a methodological support for the formation of a problem-oriented human resource management system in the context of transformational changes. A structural and logical scheme for studying the problem of ensuring the effectiveness of human resource management is proposed. The realities of the modern state of human resource management are investigated, and the main problems are identified, which is the basis for the development of a methodology for the formation of a problem-oriented human resource management system. The structure of the problem-oriented human resource management system, including management institutions, management levels, functions of the management system, external and internal factors, is substantiated. There proved the need to take into account the three-level structure in the formation of a problem-oriented human resource management system for the implementation of comprehensive system management at the macro, meso and micro levels.

Forced Migration of Internally Displaced Persons (IDPs) in Ukraine: Current Situation, Problems, Solutions (p. 217 - 225)
The aim of the article is to highlight the situation and problems concerning the forced migration of internally displaced persons (IDPs) in Ukraine, as well as to suggest ways for addressing the problems. There analyzed the specificity of the forced displacement of the population of Ukraine due to the temporary occupation of the Autonomous Republic of Crimea and certain regions of Donetsk and Luhansk regions, the armed conflict in the east of Ukraine. To conduct the analysis, statistical data, results of the carried out expert survey, research data and reports of international organizations were used. The article discusses the problems encountered by internally displaced persons (IDPs) in connection with the situation of displacement, motives for moving from temporarily occupied territories, data on the length of staying in places of resettlement, and plans for further movement. Attention is focused on the main achievements and shortcomings of the state policy regarding IDPs. The contribution of national civil society institutions and international organizations to the provision of various forms of assistance and support to IDPs is noted. Based on the analysis, a number of directions for improving the state migration policy under conditions of massive forced internal displacement are proposed.

Directions of the Development and Ways for the Improvement of Government Auditing of Budget Programs in the Context of Economic Transformations of Ukraine (p. 226 - 231)
The aim of the article is to analyze foreign experience in conducting performance audit and justify the possibility of its adaptation to the domestic practice of government auditing of budget programs, as well as to determine strategic development vectors and ways to reform government auditing of budget programs in Ukraine in the context of economic transformations. In the course of the research, there considered the essence of government financial audit and one of its forms — government auditing of budget programs (“performance audit”). It is found that the economic essence of government auditing of budget programs is manifested in the need to introduce adequate methods to monitor the undertaking of budget expenditures in the form of a budget program. It is substantiated that the establishment of government auditing of budget programs is associated with certain trends, but the presence in Ukraine of a number of problems and unresolved issues regarding its comprehensive conduct determine the need and special relevance of studying and applying foreign experience in this area of financial and budgetary relations. Taking into account the foreign experience in this field as well as the fact that the current model of conducting government audits of budget programs in Ukraine today is characterized by a number of problematic issues, there proposed strategic vectors for the development of both government financial auditing in general and government auditing of budget programs in particular. They will contribute to ensuring an effective and rational use of public finance in the process of implementing budget programs, which are crucial for the economic development of Ukraine and welfare of its citizens. Prospects for further research are to identify ways for improving the effectiveness of government auditing of budget programs by government financial control authorities.

Big Data Analytics in Healthcare (p. 232 - 239)
Particular attention is paid to identifying possibilities for analyzing big data by healthcare organizations as well as to studying potential benefits that can be received due to the modern understanding of big data analytics and the ways for innovative transformation of organizations in terms of management information. It is substantiated that the use of big data analytics in the field of healthcare is one of the promising areas for the implementation of innovative approaches in the social sphere. For this purpose, various components of big data analytics are considered, in particular, descriptive and predictive analytics. Several approaches to identifying possibilities of introducing big data analytics are analyzed. The main sources of big data and possible directions of their use in the healthcare system are identified. The main obstacles that hinder widespread introduction of big data are highlighted. The ways to improve the efficiency of analytical and predictive capabilities of big data are outlined.

Estimation of Input Financial and Economic Parameters of an Investment Project Based on a Fuzzy Set Approach (p. 240 - 245)
The article considers the problem of estimating input financial and economic parameters of investment projects in the form of fuzzy quantities (numbers). The results of the study give grounds to state that the modern fuzzy set methodology comprises a sufficiently developed arsenal of methods for constructing the membership functions of fuzzy sets, some of which can be used for carrying out economic analysis and evaluating real investment. At the same time, the issue of estimating input financial and economic parameters of investment projects has its own peculiarities, thus when addressing it, the turning to general approaches should be complemented with elaborating and developing special methods. Such special methods, in particular, are the method based on quasi-statistics and the method of reference points. The paper proposes an approach to finding fuzzy estimates of the input financial and economic parameters of real investments, which, in accordance with its logic, was called the method of reference intervals. The constructive principle of this method is to represent a sought-for fuzzy estimate using the interval approximations of its core and carrier. The specified interval approximations, which are interpreted as reference intervals, are determined on the basis of the principles of the theory of rough sets. A promising direction of further scientific research on the issues touched upon in the publication is the development of a methodological apparatus for considering the combined uncertainty in the structure of input data when modeling economic efficiency of real investment.

Solving a Three-Index Transportation Problem under Risk Conditions Using a Genetic Algorithm (p. 246 - 252)
The complication of economic relations, on the one hand, and the increase in processing power of computers, on the other hand, led to the development of economic and mathematical methods and models, the use of which in solving economic problems was previously limited. In particular, multi-index transportation problems are becoming popular as resource allocation problems that arise in manufacturing, supply chain management, information technology, distribution, etc. Multi-index transportation problems allow considering more parameters of real problems in comparison with two-index transportation problems. But along with the increase in the number of indices of a transportation problem and its dimension, the time required to solve this problem also increases. This necessitates using adequate tools to address them. A genetic algorithm can be considered as one of such tools. It allows to simultaneously analyze several potential solutions to the problem at every step of its operation, which significantly reduces the time to search for the optimal or, in some sense, best solution. The article describes the steps of the genetic algorithm to solve a triplanar and triaxial transportation problem, upon the encoding is in real numbers; shows how risks can be considered; presents the steps of the procedure for “returning” a chromosome to the region of feasibility; describes the use of the elitism strategy in order to preserve the best chromosome in the genetic algorithm. In further studies, it is advisable to develop the procedure for “returning” a chromosome to the region of feasibility along with specifying the use of various genetic operators in the genetic algorithm to solve three-index transportation problems in order to reduce the number of chromosomes that fall beyond the region of feasibility, which, in turn, should significantly reduce the time of performing the genetic algorithm as a whole. In addition, the aspects of assessing risk in multi-index transportation problems also need further research.

The Integral Indicator for Assessing the Development of Renewable Energy Sources (p. 253 - 259)
To assess the development of renewable energy sources, the structuring of indicators in three groups is performed, namely: economic, environmental, and social ones. The method to calculate the assessment of the development of renewable energy sources in the world based on an integral indicator is substantiated. It is determined that the integral indicator for assessing the development of renewable energy sources reflects the impact of the group indicators. It also determines functional relationships between individual indicators. A method for calculating the corresponding coefficients of influence on the generalizing indicator of the development of renewable energy sources is proposed, and its graphic interpretation is provided. In accordance with the methodology of Harrington, Derringer and Suich, a relationship was established between the quantitative values of the scale of desirability and the perception of the state of development of renewable energy sources. Based on data from the State Statistics Service of Ukraine, IRENA, IEA and REN21 for the period 2006–2016, a comprehensive assessment of the development of renewable energy sources in Ukraine is carried out using the proposed methodology. The results of the calculations indicate a positive trend in the changes of the synthesis indicator and the stable development of renewable energy sources in the country.

The Practice of Measuring the Efficiency Coefficient of the Process of System Operation Based on Indicators of Efficiency Components (p. 260 - 266)
In scientific works based on the analysis of systems with the help of the so-called energy approach, energy conversion efficiency is characterized by the efficiency coefficient of the system. The aim of the article is to examine the developed by the authors methodology for measuring efficiency of the process of system operation based on the author’s indicators of components of process efficiency. It is argued that when analyzing the process of system operation (as a flow of certain subprocesses), one can speak about the impact of its energy, through the objects of influence, on the final result, and therefore the efficiency coefficient of the process can be measured based on the final result of the energy impact — products of the operation process. Approaches to the measurement of these coefficients by means of the author’s indicators of efficiency components of subprocesses of the system operation, based on the author’s models, are proposed. Using the examples of economic and pedagogical systems, the possibility of practical implementation of the developed by the authors methodology for measuring the efficiency coefficient of the processes of system operation is demonstrated, which presents the scientific novelty of the proposed research results. There formed a thought: the ranking scores of relevant indicators contribute to realizing the comparative characteristics of changes in each of the objects involved in the process in space-time arrangement. Based on the example of the economic process it is found that the ranking score of the efficiency coefficient of the process coincides with the ranking score of its effectiveness, but it does not always coincide with the ranking score of the gross product and the efficiency of the process. With the help of mathematical dependencies, there explained the facts of the emerging of such cases: namely, it is proved that the efficiency coefficient of the process and its effectiveness are equivalent in terms of process characteristics. The proposed methodology expands the existing aspects in the context of the analysis of concepts and processes based on the energy approach.

Revisiting the Issue of Economic Efficiency of Producing Medicinal Plants and Medicinal Plant Raw Materials (p. 267 - 272)
The aim of the article is to consider the essence of economic efficiency of producing medicinal plants and medicinal plant raw materials, calculate the production efficiency and identify the factors hindering its increase. In particular, within the framework of the publication, the economic efficiency of producing medicinal plants and medicinal plant raw materials is considered based on the example of producing such crops as chamomile, sage, and lemon balm, which are in considerable demand with processing enterprises and final consumers. Those manufacturers who successfully established manufacturing and sales of products receive a 100 % profit from chamomile production. This is upon condition that 600 kg of flower, 100 kg of pollen and petals, 200 kg of straw and 50-60 kg of seeds is collected from 1 ha, and subject to successful implementation. As for the economic efficiency of producing sage and lemon balm in 2018, here we can note a fairly high level of profitability — 167 and 170 %, respectively. In general, the variation in the level of profitability of medicinal plant production depends on an increase in the harvest of highly profitable species. In the course of studying the efficiency of medicinal plant growing, namely, producing medicinal plants and medicinal plant raw materials, the problems of stages of such production are briefly considered: 1) growing medicinal plants; 2) producing medicinal plant raw materials; 3) selling the raw materials or finished product. Thus, the investigation of the issue of the economic efficiency of production of medicinal plants and medicinal plant raw materials revealed two main, in our opinion, characteristic features of this sphere under modern conditions: on the one hand, a high level of profitability, which makes the production attractive, on the other hand, a set of factors constraining the development of this line of business in Ukraine.
