World financial and economic crisis and problems of social responsibility of economic subjects (p. 6 - 11)
The article considers the concept of social responsibility of economic subjects with the emphasis on impermissibility of avoidance to pay taxes and also on a necessity to practice socially responsible marketing. Active struggle with avoidance to pay taxes is carried out in EU. The crisis made European countries fight with the evil, which was earlier created by some of them with benefit for themselves. Small attention is paid to the struggle with this evil in Ukraine in spite of a high share of shadow economy. The article provides examples of social irresponsibility of marketing in chase of profit, revealed in industrially developed countries and Ukraine. They cause huge irreplaceable damage to society. The article justifies a conclusion that in countries, economic systems of which cannot ensure a proper level of state regulation of economy and social responsibility of economic subjects, the population is destined to be exploited by socially irresponsible subjects of business, moral and physical degradation and even extinction. The concept of socially responsible marketing, based only on the growth of consciousness of company owners and social initiative, cannot be realised widely.

Main tendencies of globalisation of savings and investments in the world economy (p. 12 - 19)
The article analyses modern tendencies of movement of world savings, economies and investments. It identifies main directions of structural shifts in these processes, among which are advanced dynamics of growth of savings of developing countries, especially China, BRICS countries and petroleum exporters, absolute and relative reduction of the share of savings of developed countries with simultaneous tendency of increase of savings in developing countries. It clarifies that investments are much lower than savings in the majority of developing countries. In developed countries volumes of investments are bigger than savings. With dropping volumes of savings, the developed countries started to invest into national economies partially from savings of developing countries. The most vivid is significant lag of savings from investments in the US. Due to irregularity of distribution of investments and savings, disbalances in the world financial system increase and result in excessive or insufficient economies and investments for internal needs of countries. The conducted analysis shows that in the result of complication of economic processes, the modern concepts of “savings”, “economies” and “investments” do not reflect in full real tendencies of the economies-investments processes in the global economy. That is why, it is necessary to further specify components of these categories, which in modern conditions become more complex, especially with consideration of influence of certain additional quantitative and qualitative parameters (intellectual capital, intangible assets, quality of investments, capital intensiveness of economy, etc.).

Formation of a new economic paradigm under conditions of the global financial crisis (p. 20 - 24)
Neo-classical paradigm, in the basis of which there was a free regulation of markets and negation of endogenous long-term crises, showed its incapacity, which resulted in the possibility of origination and development of the financial crisis of 2007. The article studies provisions of the neo-classical paradigm, analyses key consequences of the financial crisis, and considers the 4U concept, which reflects shortcomings of globalisation for the modern world economy. In order to reduce impact of destructive effects of globalisation and to pass to a new paradigm, the article considers a number of statements, which should be realised within the framework of the new paradigm. The article systemises main principles, which lie in the basis of the new economic paradigm.

Algorithm of constructing methods of application of renewable sources of energy at recreational objects (p. 25 - 30)
The article develops an algorithm of assessment of potential of use of renewable sources of energy with the aim to cover needs of recreational objects. The article reveals scientific principles of transformation of the power system and recreational economy of the Crimea on the basis of a wider application of the renewable sources of energy, including the solar one, in the result of which the situation in the region will change: ecological situation will improve, power independence of recreational objects will increase, and probability of man-caused catastrophes will reduce. The article considers results of practical introduction of scientific developments in the sphere of application of renewable sources of energy at recreational objects and offers a logical scheme of the algorithm of construction of methods of application of renewable sources of energy at recreational objects, which include four main stages. Each of the stages and items of the algorithm requires further detalisation and methodical development.

Analysis of the real estate market in Ukraine from the point of view of financial market theories (p. 31 - 38)
The article analyses the real estate market in Ukraine from the point of view of the concept of financial markets on the basis of the dynamics of average prices on housing habitations, profitability and chain indices with the annual lag. It reveals that there is no sufficient basis for the real estate market to accept the efficient market hypothesis or fractal market hypothesis; ignoring this fact could lead to unsatisfactory results of forecasting due to availability of dynamics of different types. The article provides quantitative and informative justification of performance of the coherent market hypothesis.

Strategic planning of development of higher education in Ukraine: content, problems, priorities (p. 39 - 45)
The article conducts analysis of strategic planning in Ukraine and assesses its state and determines the place of strategy of development of higher school in the system of strategic plans of the state. It shows gaps of legislation in the field of formation of strategy of development of the higher school. It reveals advantages and shortcomings of the world experience of formation of strategies of development of the higher school. It studies the system of risk management in the higher school, conducts analysis of risks and develops measures on their limitation. It reveals content, goals and priorities of the regional policy in the sphere of higher education, analyses indicators of quality of the regional strategy of development of the higher school and identifies and analyses its directions.

Managing logistical processes in franchise retail trade networks (p. 46 - 52)
The article analyses approaches to organisation of internal logistics of franchise trade networks and methodical provision of assessment of results of logistical activity at companies of franchise networks. The article justifies urgency of application of referent models of management of supply chains in construction of a system of management of logistical activity of franchise networks. It offers classification of models of management of internal logistics of franchise retail trade networks. The necessity of such a classification is caused by the need in determining the degree and borders of managerial influence of a franchiser upon the logistical system of franchise and establishment of limitation of sub-control of business processes to franchise. In accordance with the classification, the article marks out three basic models of management of internal logistics of franchise networks: soft, hard and hybrid. The article offers to form a set of strategic and operational indicators of activity, with the help of which the franchiser can establish necessary target reference points and assess operation of all franchises using the SCOR-model, which could be applied to the majority of logistical systems.

Role and structure of sea ports of Ukraine (p. 53 - 59)
The article characterises economic state of sea ports of Ukraine through the prism of their classification by different principles and methods. When considering ports in the context of carrying out economic and social functions by them, they could be divided by freight specificity (bulked, loose, container-piece), coefficient of their specialisation could be determined and they could be characterised as hubs, diversified or niche companies. Characteristics of ports as of infrastructural systems allows drawing a conclusion that not always the better infrastructure support results in the growth of freight flow. Certain regi0onal groups of ports that service neighbouring industrial complexes and transportation corridors could be marked out. Classification of ports by generations shows that Ukrainian ports rather belong to the second stage of development, however, have features of the third and fourth generations. Thus, the article outlines a set of problems of modern sea port industry of Ukraine, which can be solved in several directions undertaking relevant steps – either independently, attracting resources of the state and ports themselves, or expanding co-operation with private investors.

Modern labour market: dismissal of employees as a factor of structural discrepancy between supply and demand (p. 59 - 65)
The article considers the modern state of the labour market of Ukraine, namely, problems of availability of structural disproportions between the demand and supply of labour force, including from the regional point of view. It reveals availability of factors that strengthen disproportions: branch, territorial, socio-demographic, and professional and qualification, and identifies as a key factor the cyclic development of economy, which results in increase of a number of dismissed employees from enterprises, institutions and organisations. It analyses dismissal of employees by reasons, types of economic activity and categories of working places. It reveals a necessity of co-ordination of regional socio-economic, financial and demographic policy, the goal of which would be managing mobility of labour force with consideration of issues of provision of habitation when changing place of work and simultaneous perfection of the system of professional training and re-training.

State policy in the financial sphere in the context of entering the post-crisis trajectory of development (p. 72 - 78)
The article provides results of the study of the state policy in the financial sphere at the pre-crisis stage of development of the world economy. It shows the phenomenon of inclination to liberalisation, which hinders realisation of effective state policy in the field of finances in the long run, and identifies its in-depth basis. It systemises factors, which caused liberalisation of the financial sector, and tendencies of financisation, which mean primary significance of financial relations, financial motives and elites in the system of economic links, are shown as its result. The article proves that conditions of liberalisation and financisation resulted in domination of preference of liquidity and growth of capitalisation as basic motives of behaviour of financial market operators, whose activity was directed at permanent overcoming regulatory limitations with the aim to obtain maximum profit, which resulted to development of regulation dialectics – contradictory process of development of financial innovations in response to regulatory innovations introduced by the state. The article provides recommendations with respect to the state policy in the financial sphere in the context of entering the post-crisis trajectory of development.

Assessment of intensity and quality of structural shifts in rural employment (p. 79 - 86)
A certain increase of efficiency of agricultural production, observed recently, has not yet resulted in improvement of the situation in the agrarian labour market. Problems of employment are very sharp today in the market of rural labour. Analysis of the modern state and structure of rural employment, despite some positive shifts in this sphere, shows, in general, a negative picture of reduction of employment of able-bodied rural population in the formal sector of economy, growth of self-employment of the rural population, non-rational age, educational and professional structure of rural employment. Solution of rural employment problems is proposed on the basis of application of a programme-purpose approach. In particular, the approach of improvement and realisation of existing state target programmes of rural development.

Evolution of concepts of structuring national economy (p. 87 - 94)
The article studies theoretical views of representatives of main economic schools: mercantilism, physiocrats, classical, Marxist, Keynesian and institutional. It underlines that non-intervention of the state into regulation of economic processes, supporters of which were classical and neo-classical economic schools, results in deformation of the structure at the national level. The article shows that representatives of Marxist, Keynesian and neo-classical schools considered mostly the reproduction structure while analysing the economic structure. It studies the structure of the national economy from the point of view of evolutional approach. It marks out criteria of classification of structural transformations: by the level of functioning of economy and level of development of economy.

Institutional development of not diversified territories (using the example of the Sverdlovsk oblast) (p. 95 - 101)
Institutional system of development of a not diversified territory should be directed at formation of institutes, which are capable of not only overcoming crisis phenomena, but also of creating conditions for their stable development, adaptation to external and internal changes in future. A deep analysis of institutional voids in not diversified territories is required for formation of efficient institutes of development. The article provides an overview of existing problems of company towns, analyses institutional voids and offers new institutes of development of not diversified territories.

Corruption, democracy and control effectiveness of the state (p. 102 - 107)
The object of analysis is a state as a distributed system of decision making and the subject of analysis is its disfunction as a result of action of institutional factors, in particular, corruption as an informal negative institute. The obtained results provide grounds for doubts in positive influence of democracy upon socio-economic processes, including upon the level of perceptible corruption. This suggests that democracy facilitates dispersion of responsibility and alienation of science from control, since scientific knowledge is not a “mass product” and becomes less and less demanded from the ruling elite in Ukraine. The function of the science as an institutional factor of effectiveness of state control lies in development of concepts of non-discretional mechanisms of decision making and also formulation of clear criteria for assessment of results of activity of subjects endowed with authority of decision making, in order to increase the level of their responsibility. Thus, we speak about such institutional factors of state control effectiveness as social responsibility and social control.

Agro-food policy and its influence upon rural labour market employment (p. 108 - 112)
The article studies the agro-food policy and influence of the state regulation upon rural employment, reveals shortcomings and identifies ways of their elimination. It proves that, taking into account negative consequences of slowing down the rates of growth of agrarian production justified by the tendency of saturation of traditional sales markets, it is necessary to consider possibilities of formation of new sales markets and carrying out a problem oriented structural and technological policy, which would allow ensuring acceptable dynamics of development of rural economy in the strategic perspective, beforehand. It argues that the most important element of the procedure of the scenario forecasting is the meaningful interpretation of obtained quantitative evaluations, in the result of which prospective possibilities and problems of development peculiar to the studied variant of the economic policy are revealed. The article offers main directions of improvement of the agro-food policy and ensuring rural labour market employment.

Economy of capital construction product quality through the prism of the evolution of tax processes in Ukraine (p. 113 - 118)
The article is devoted to the study of the modern state and methods of assessment of quality of products of capital construction companies through the prism of the evolution of tax processes in Ukraine. It considers specific features of quality economy against the background of evolution processes in Ukraine, marks out the role of the capital construction branch, and determines a significant role of quality of products of the construction company in connection with their role as tax payers. It provides factors of tax load of capital construction companies on the basis of the evolution approach. It determines the role of economic reliability in the product quality notion. It builds a complex of economic and mathematical models of management of capital construction product quality, which uses the imitation approach on the basis of the concept of system dynamics. It offers models of assessment and analysis of economic reliability of capital construction companies and shows fragments of imitation models of capital construction companies as subjects of taxation.

Improvement of the strategy and infrastructure of innovation development of a big city (p. 119 - 126)
The article considers clusterisation of economy of a big city. It offers to define a cluster as a horizontally integrated target group of profile oriented and technologically and territorially connected enterprises and organisations of a big city. It reveals principles of efficient strategy of development of an infrastructural complex. It determines scientific and technical directions oriented at solution of the most topical problems of a big city. It considers methods of assessment and support of major investment projects as one of the incentives of innovation development of economy of a big city, based on principles of project management of economic development, flagship projects and indicators of efficiency of investment projects. It determines the role of the bodies of regional authorities and a complex of means they have for the most efficient use of this instrument. It studies specific features of realisation of major investment projects in the system of territorial planned administration of a big city.

Principles and factors of regulation of the socio-humanitarian development of a depressed region (p. 127 - 131)
The article determines principles of state regulation of the socio-humanitarian development of depressed regions in Ukraine. It identifies main factors of increase of disproportions of regional socio-economic development and reveals main problems of socio-humanitarian development of regions. It conducts a statistical analysis of data of the State Statistics Committee on development of the social sphere, reveals main tendencies of development of the social sphere in Ukraine. It studies the mechanism of regulation of the socio-humanitarian development of depressed territories and identifies factors that influence regulation. It uses results of the conducted analysis to identify the mechanism of management and regulation of the socio-humanitarian development of territories and main principles in methodology of management of regional development. The main attention is paid to the necessity of strengthening the regional policy on solution of problems of the social sphere, especially in depressed regions.

Socio-economic development of the City of Odessa in the context of strategic planning as a form of management of development of meso-systems (p. 132 - 137)
The article studies specific features of the domestic practice of strategic planning of economic and social development of territories of the meso-level from the positions of regulation of the issue in the country’s legislation. It shows shortcomings inherent in the domestic practice of composing strategies of economic and social development of territories in the context of the chaotic character of the process and personal initiative from the part of meso-systems and also non-observance generally accepted world practice of the project management during realisation of strategic plans. It shows, form the point of view of strategic planning as a form of state administration, prospects of economic and social development of the City of Odessa till the year 2022 as a result of symbiosis of the existing domestic methodological legislation and foreign practice of strategic planning at a local level.

The article improves classification of innovation potential of the company personnel and provides a characteristic of its types. Development of methods of planning suppliers of an industrial enterprise (p. 145 - 152)
The modern crisis economic conditions, under which majority of industrial enterprises of Ukraine perform their activity, the issues of planning suppliers of an industrial enterprise are one of the priority tasks of their further and strategic development. The current situation is such that the top management of industrial enterprises practically does not pay proper attention to reduction of the level of expenditures of industrial enterprises, that is why, the article offers to develop methods of planning suppliers of industrial enterprises as one of possible directions of optimisation of expenditures of the main type of activity of an industrial enterprise. The proposed methods of planning suppliers is as follows: 1) building up homogeneous groups of suppliers is done with the help of the methods of cluster analysis and allows allocation of smallest and biggest clusters; 2) economic interpretation of groups allows carrying out a detailed analysis of indicators values by each of clusters and relate suppliers to a relevant type and cluster from the point of view of their interaction with suppliers; 3) a model of group identification. Identification of the existing class of suppliers allows building up models for future forecasting the class of suppliers and determination of the correct relation of the supplier to the current class. Thus, the built discriminant functions allow carrying out identification of new enterprises of suppliers and determination of possible migrations of enterprises between clusters.

Company infrastructure management system (p. 153 - 159)
The article studies the content, structure and methods of organisational influence upon the company infrastructure. It offers definition of the company infrastructure from the point of view of a complex approach and also functional structure of the infrastructural complex, which allowed allocation of component elements and analysis of their role in servicing main production. The article analyses advantages and risks under conditions of attraction of outsourcing companies into company infrastructure management. It offers a model of infrastructural management on the basis of 4 stages of company management: planning, organisation, motivation and control under conditions of development of own infrastructure or transfer of infrastructure functions to outsourcing. Using the example of the domestic engineering enterprise PJSC KCKBA, it considers a model of infrastructural management, assesses expensiveness of infrastructural elements and also provides recommendations on increase of effectiveness of operation of own infrastructural subdivisions and also principles of work with outsourcing companies.

Total costs as the object of diagnostics in tasks of strategic planning of restructurisation of industrial enterprises (p. 160 - 168)
The article uses example of the goal to reduce total costs of an enterprise in the sub-system of production of products and services to study methodical aspects of formation of the tree of goals of restructurisation of industrial enterprises and justifications of the aggregate of tasks of diagnostics and analysis, subject to solution in the process of development of strategy and restructurisation. It shows that application of a target approach to strategic planning of restructurisation of an enterprise allows specification of the place and role of diagnostics as a tool of formation of the tree of the goals of restructurisation, identification of the content and purpose of specific analytical research, conduct of which is caused by a necessity of building up a tree of goals, development of requirements to depth, time coverage and methods of conduct, objectively caused by theoretically possible directions of restructurisation, specific features of an enterprise and their factual state and also conditions of external economic environment of functioning. Use of the methods of system analysis at the stage of formation of goals of restructurisation of enterprises is directed at increase of the level of justification of planning enterprise’s diagnostics, reduction of scales and complexity of carried out analytical activities by means of subordination of diagnostics to the task of selection of goals of restructurisation from the full set of possible ones, consequent decomposition of tasks of diagnostics from general ones, which allow aggregated approaches and application of relatively simple methods of analysis, to private ones, which require a more detailed consideration of local objects of analysis and paralleling of the process of conduct of analytical research in accordance with the process of building up the tree of restructurisation goals.

Logistical approach to managing ship’s reserves in water transport companies (p. 169 - 174)
The article reveals inapplicability of classical models of optimisation of the period and volume of supply of reserves when managing reserves at water transport ships due to a discrete nature of supplies, due to which scheduled supplies of reserves should be done during arrival/departure of the ship into/out of the port. The article justifies a possibility of gaining additional economic effect when introducing the factor of cost of money in time by means of maximisation of flows of money payment into classical logistical models of optimisation of a consignment of orders when organising supplies of reserves. It develops a logistical approach to optimisation of supplies of reserves at water transport ships with consideration of a pronounced discrete character of supplies. It justifies that the optimal period of supply of ship reserves, which minimise costs of supplies of reserves and maximise money receipts from the use of ship reserves, is the time of ship’s stay in ports visited, which maximum value of the indicator of intensity of money flow corresponds to.

Organisational and economic stability of economic objects in market conditions depends, first of all, on what principles the relevant system of management is based and functioning. It is evident that such a system should be adaptive. It is expedient for industrial enterprises to use adaptive management on the basis of precedents. Business processes could be considered as elements of the system of management, which would allow reflection of dynamics of enterprise functioning, representation of links between subjects and objects and play the role of precedents. The article offers the agent specific approach to construction of reference business processes and agent specific technology of realisation of the Process Mining concept, due to which one can obtain real business processes.

Methodical approach to selection of the strategy of management of money flows of water transport companies (p. 181 - 189)
The article analyses prerequisites and a necessity of development of new approaches to formation of the strategy of management of money flows of water transport companies of Ukraine in modern conditions. It justifies urgency of application of a complex and system approaches to formation of the strategy of management of money flows. It offers a conceptual model of strategic management of money flows of a company, which envisages identification of goals, tasks, object, subject, principles, functions of management, stages of formation and realisation of strategy, factors of external and internal environment, methods, instruments and control levers. Methodical approach to selection of the strategy of management of money flows includes the stage of strategic analysis with the help of the developed organisation and information model, system of indicators and assessment of the level of emergency of money flows on the basis of absolute, relative and integral indicators. The emergent property of the money flow is formed on the basis of a combination of components of the money flow by types, volume and time, which allows getting an increase of effectiveness of the money flow and manifests itself in integratedness, effectiveness and perspectiveness. The stage of strategic planning includes formation of the virtual money flow, identification of its trust interval and division of fields of strategic management of money flows. The stage of strategic selection envisages a differential approach to selection of the strategy and formation of a model of strategic management. The stage of realisation of the strategy ensures assessment of effectiveness of decisions made.

The article considers possibilities, which are provided by IT-outsourcing to the modern economic objects, marks out supposed benefits, expenses and risks connected with its introduction. It offers a mathematical model, based on the theory of fuzzy sets, which is designed for provision of making decisions on the use of IT-outsourcing. The model takes into account different scenarios of the use of IT-outsourcing services in the context of development of the own information system of an economic object.

Improvement of terminological approaches to innovation notion definition (p. 196 - 200)
The article traces evolution of the innovation notion, generalises different approaches to its definition as a basic notion in the innovation sphere and conducts their critical study and analysis. It reveals specific features of the national content of the innovation term, which is formed at the turn of two different scientific trends, which define innovations both as a process and result respectively, considers and analyses in detail specific features of the national innovation legislation using example of the main innovation regulatory-legal act – the Law of Ukraine “On Innovation Activity” – identifies main shortcomings of the legislative terminology and outlines determining directions of their overcoming. The article considers international practice and stable standards of formation of innovation terminology. It also offers the innovation term definition from the point of view of its content, risk factor and transformations, which innovation undergoes on the way to practical introduction.

Factor influence of values and education in the sphere of personnel training (p. 206 - 211)
The article justifies priority of study of impact of values on educational systems as rather powerful factors. It reveals shortcomings and possibilities of influence of educational establishments upon the system of values through educational and pedagogical activity. It tracks system nature of formation of the system of values at various stages of personnel training, including within the framework of post-graduate education and development of personnel in companies. It marks that the direction of activity of educational establishments as important institutes of formation of values of the population is the social direction, which allows a person who studies to form his or her social environment through new acquaintances, which could play extremely important role in this person’s activity, including in the professional sphere. The article justifies that devaluation of life values causes weakening of the role of education in the life of a person and perception of it as a formal necessity for obtaining a certain social status and possibilities of labour activity in better conditions (with a higher level of salary and other social guarantees).

Influence of external periodic and non-linear factors upon stability of economic systems (p. 212 - 219)
The article conducts a study of influence of periodic effect upon economic systems. It shows a danger of the resonance case when frequency of external periodic effect on the system tends to its own frequency of vibrations near the state of equilibrium. In this case, the amplitude of vibrations of the system becomes proportional to time and grows with it. Account of impacts, proportional to the rate of shift from the state of equilibrium, results in limitation of growth of the amplitude of vibrations, taking away secular dependence. Account of actions, proportional to non-linear shifts from the point of equilibrium, points out a possibility of taking the system out of the resonance. Quadratic non-linearity has no influence upon changes of the amplitude and vibration phase and cubic non-linearity changes the vibration phase through the amplitude, which takes the system out of the resonance. Depending on the system parameters, the case of a sudden change of the amplitude during the change of difference between the own frequency of the system and frequency of periodic effect is possible, moreover, the system passes to a stable state. The article offers methods of treating monitoring data for qualitative analysis of dynamics of economic systems.

Relational model of the relation of trust in an insurance company (p. 220 - 225)
The article considers significance of the notion of trust in the insurance business and during functioning of activity of the insurance company personnel. It builds a model of assessment of the relation of trust in an insurance company, the main aspect in which is devoted to internal group mutual relations of trust and offers a relational type of this model. It provides results of the model study and determines integral criteria of trust in the insurance company collective.

Identification of integral indicators of socio-economic development of regions on the basis of expert assessment and principal-component method (p. 230 - 236)
The article studies procedures of identification of integral indicators of socio-economic development of regions, which are based on automation of methods of expert assessment and principal-component method. It offers the mechanism of intellectual analysis of data of socio-economic monitoring on the basis of expert-statistical assessment. It provides a mechanism of automation of expert assessment of weight factor ratios, which takes into account competence of experts. It conducts a programme realisation of the procedure of identification of integral indicators of socio-economic development on the basis of expert assessment and principal-component method. This programme technology allows consideration of differentiation in socio-economic development of regions in the mechanisms of identification of integral indicators. The article shows an example of application of the proposed mechanism of intellectual processing of data for calculation of integral indicators of socio-economic development of the Vinnytsia oblast districts.

Methods and models of analysis of spatial clusterisation of rates of socio-economic development of regions (p. 242 - 250)
The article offers a scheme of analysis of spatial clusterisation of the rates of socio-economic development of regions, which includes grouping of regions by the level of development, assessment of regional inclination to migration from cluster to cluster, and forecasting the level of socio-economic development of regions. Methods of cluster analysis, spatial econometrics, discriminant and logit-analysis are used as the instruments of the study. The obtained results could be used when assessing the equilibrium of development of regions and formation of mechanisms of evening-out impacts of external shocks on economic dynamics.

Mathematical models of optimal allocation of logistical capacities in the regional system of commodity flows (p. 251 - 256)
The article considers tasks of allocation and innovation development of logistical capacities. The essence of the first task lies in optimal (from the position of the criterion of minimum expenditures) formation of the regional system of logistical capacities of various types and purposes in possible places of their location. These capacities should treat the set commodity flows, which possess a complex structure and are produced by different centres. The original conditions of the second task are a certain, already existing, system of logistical capacities. It is necessary to conduct its modification by a rational method using methods with various degree of innovation: simple accumulation of capacities of original productivity, modernisation of existing technological units and introduction of new more efficient capacities. In order to solve the specified tasks, the article built optimisation models, which correspond with setting mathematical tasks of partially integer-valued linear programming.

Ecological and economic model of optimal management with the linear function of usefulness (p. 284 - 287)
The article studies an ecological and economic model of optimal management with the linear function of usefulness. The model takes into account investments into production funds, into intellectual capital as a part of human capital, and into protection of environment. Among a multitude of possible stationary equilibrium states the article studies in detail four states that satisfy necessary conditions of optimality: equilibrium of the golden age, equilibrium of the intellectual age, equilibrium of the ecological age and equilibrium of the dark age.

Cognitive modelling of processes of public-private partnership in Ukrainian regions (p. 288 - 297)
The article presents the authors’ view on application of the cognitive modelling when managing processes of activation of the public-private partnership (PPP) in Ukrainian regions. The authors formed a system of concepts of the public and private sectors of economy, which make positive or negative impact upon activation of PPP(target component “Investments”). In order to study the cause-effect relations between the concepts of the public and private sectors, the article offers to use cognitive maps, which showed themselves in the analysis and study of semi-structured systems. It develops a cognitive model of influence of a multitude of concepts upon the target concept “Investments” and conducts its statistical analysis (reveals concepts that perform the biggest dissonance of the system).

Model optimisation of interaction of small and large enterprises (p. 298 - 305)
The determining feature of a small enterprise (SE) is absence of its inertia, in other words, its ability to quickly adapt to the market situation and pass to output of new products. This feature makes a SE an attractive partner for a large enterprise (LE). The world experience proves that different forms of integration of SE between themselves, and also with LE, which are established under modern conditions of doing business, are efficient. The goal of the article is to develop a set of economic and mathematical models, which allow studying interconsistent production activity of LE and SE within such forms of co-operation as franchise, outsourcing and cluster and perform project planning of joint operation of enterprises. While considering different forms of co-operation as vertically integrated systems, the article develops a set of economic and mathematical models and offers methods of optimal project planning of joint activity of enterprises. The conducted calculations prove effectiveness of application of such forms of integration as franchise, outsourcing and cluster when conducting small and large businesses in market conditions.

Formation of the economic mechanism of solution of nature management problems (p. 306 - 311)
The article formulates a necessity and prospects of introduction of wasteless and low-waste technologies of production, which are effective long-term means of protection of environment. It systemises main conditions of solution of international problems of nature management and considers existing shortcomings, which hinder the process. It improves the mechanism of provision of ecological development of economy and solution of global ecological problems. It justifies mandatory directions of activity of an industrial enterprise on minimisation of negative impact of industrial production on environment. It analyses necessary conditions and specific features of functioning of the management system, which deals with administering ecologically oriented works and projects and bears responsibility for the results of their performance.

Model of assessment of influence of ecological investments upon environmental quality (p. 318 - 324)
The article justifies non-efficiency of the existing system of financing environment protection measures and expediency of use of specialised economic and mathematical tools of support of managerial decisions with respect to volumes of investing into the nature protection sphere. It develops an imitation model of assessment of influence of ecological investments upon environmental quality, which quantitatively describes interconnection between volumes of investing into nature protection measures, environmental quality, volume of green GDP and infection rate of the population. It establishes that the said model is a tool of support of managerial decisions at the stage of planning volumes of investing into nature protection activity and selection of priority directions of improvement of environmental quality. It shows that the said model is applicable for development of alternative scenarios of improvement of environmental quality on its basis.
